I. Institutional Strategy and Management

1. Academy of English Empowerment (AEE)
The AEE was established in order to facilitate the implementation of "the Program on Bilingual Education for Students in College (BEST Program)." Throughout the year, AEE provided diverse support for subject and language domains. The unit will persist in addressing the university's comprehensive needs. During the British Council's site visit to National Dong Hwa University (NDHU), the AEE played a key role in coordinating the visit schedule on May 4 and May 5, 2023.

2. College of Science and Engineering (CSE)
The CSE has actively supported the execution of the BEST Program through various initiatives, including:

2.1 Highlighting key concerns related to the BEST Program during college meetings

2.2 Updating and refining the Merit Pay Regulation to enhance its effectiveness

2.3 Collaborating with the Department of Mathematics to launch an international bachelor program

II. Teachers and Teaching

1. Academy of English Empowerment (AEE)
The AEE collaborated with the University of Cambridge and the University of Edinburgh to offer online EMI certificate courses for EMI teachers. To date, 39 teachers have earned the Cambridge EMI certificate, and 9 teachers have received the Edinburgh EMI certificate. Additionally, the AEE has granted 100 "FutureLearn" online course accounts to both teachers and students, aiming to enhance their English proficiency skills.

2. College of Science and Engineering (CSE)
In the academic year 2022-2023, the College of Science and Engineering offered a total of 180 EMI courses, with 6 of them conducted online. These courses were taught by 70 teachers, and the CSE further strengthened its faculty by recruiting 3 new EMI teachers. Notably, on May 5, 2023, Assistant Professor Wen-Chieh Fang from the Department of Computer Science and Information Engineering, and Associate Professor Chia-Hua Huang from the Electrical Engineering Department had their EMI classes observed by an EMI consultant from Oxford.

III. Students and Learning

1. Academy of English Empowerment (AEE)
The AEE has provided a comprehensive set of English for Specific Purposes (ESP) courses, offering a total of 10 online courses focused on ESP Listening and Reading, as well as ESP Speaking and Writing. Additionally, during the summer vacation, a total of 4 courses were offered. Throughout the 2022-2023 academic year, the AEE organized 93 "Let's Talk About" English conversation activities to assist students in improving their English proficiency. Moreover, AEE hosted 2 in-person and 1 online "International Couchsurfers," inviting international students and scholars to participate. To further support students, the "English Empowerment Scholarship" has been allocated to encourage the enhancement of English proficiency.

2. College of Science and Engineering (CSE)
On May 2, 2023, the College of Science and Engineering conducted a sharing session, inviting students who have completed EMI courses and received the English Empowerment Scholarship to share their learning experiences.

IV. Information to Students and the Public
1. Academy of English Empowerment (AEE)
Details regarding pre-sessional language classes, events, scholarships, and scholarship/ class observation orientations have been posted on the AEE website. Additionally, 3 communities, namely the "EMI Laurel Seed Teacher Community," "Cambridge EMI Certificate Community," and "EMI Study Seed Circle," have been established to provide platforms for EMI teachers and students to share their teaching and learning experiences.

2. College of Science and Engineering (CSE)
The College's website includes a dedicated "Bilingual Education" webpage, serving as a platform for the dissemination of news related to the BEST Program. Furthermore, an NDHU CSE EMI Facebook page has been established to share information about online language courses and bilingual education in the science and engineering domains of both domestic and international universities. To familiarize new students with the BEST Program, online orientation meetings were organized, accompanied by the distribution of informational flyers to incoming departmental students.

V. Quality Assurance

1. Academy of English Empowerment (AEE)

"Midterm Course Feedback Investigation" was carried out for EMI students, while EMI teachers underwent a "Self-Assessment." Additionally, class observations were performed using "Padlet." The results of these assessments are analyzed to enhance the overall effectiveness of EMI teaching and learning.

2. College of Science and Engineering (CSE)

3 EMI teachers have been appointed to the Curriculum Committee to contribute to the examination of EMI courses. Meanwhile, an analysis was conducted on students' learning performance in courses taught both in English and Mandarin. Additionally, the promotion of "Midterm Course Feedback Investigation" and "Self-Assessment" information has been made available to both EMI students and teachers.

VI. Sharing and Collaboration

1. Academy of English Empowerment (AEE)

The AEE organized 2 online EMI forums, focusing on "English, Bilingual and EMI Education." These forums featured plenary speeches and discussions led by invited EMI teachers from various universities. The invitations were extended to teachers from the Pan-Pacific University League, fostering collaboration and knowledge sharing between NDHU and the Pan-Pacific University League. This initiative created valuable opportunities for teachers to learn from a diverse group of participants with different university affiliations and professional backgrounds. In the second forum of the year, an additional feature, "EMI Class Observation," was introduced. EMI teachers from the College of Science and Engineering and the College of Management, who had undergone class observations, were invited to share their experiences, further enriching the forum discussions.

2. College of Science and Engineering (CSE)

Teachers and assistants from the College of Science and Engineering actively took part in 2 significant events organized by the Academy of English Empowerment. The "2022 Forum on English, Bilingual, and EMI Education" was held on December 2, and the "2023 EMI Forum on English, Bilingual, and EMI Education" on June 16. Furthermore, CSE educators and assistants participated in an EMI training course conducted by the National Taiwan University. Additionally, some of them attended the "2023 Taiwan Higher Education Bilingual Education Forum" organized by the Ministry of Education.

VII. Other Initiatives for Enhancement

1. Academy of English Empowerment (AEE)

The policies related to English Empowerment Scholarships, merit pay, and the educational materials development fund have undergone revisions. Concurrently, guidelines for sending teachers and students abroad for EMI training have been established.

2. College of Science and Engineering (CSE)

The Department of Computer Science and Information Engineering has collaborated with Sam Houston State University to organize an English seminar centered on information security and AIoT. Additionally, the Department of Material Science and Engineering is in talks with Kinsus to establish an industry-university collaboration program. Meanwhile, students and faculty were encouraged to enroll in Oxford University's Advanced English and British Culture program, along with Lincoln University's EMI training program, to enhance their English proficiency and broaden their horizons.
