In the past two years since the implementation of the NCYU EMI project in 2021, the administrative and academic units of the university have made concerted efforts to promote and develop English Mediated Instruction at our school, in order to steadily improve our students' professional English ability. Recently, in 2023 the teachers and students of the Department of Electronic Physics participated in the National University and Senior High School Physics Debate Competition organized by the National Science Council and conducted physics debates in English with groups from junior college. Our students excelled in the oral exploration of Rice Kettlebell, and won the bronze medal in the competition.

To promote bilingual programs , our university has applied for the establishment of a bilingual learning  program for college students which proposes the following measures:

1.Establish a driving group, strengthen the horizontal connection of the organization, and create learning environments that integrate academic learning and practical application: 

 The National Chiayi University Bilingual Education Promotion Team has been set up with Vice President Chun-Hsien Chang as the convener. The University’s Academic Affairs Office and Language Center are dually responsible for promoting the administrative work of the bilingual education project and the promotion of bilingual education in the university’s seven colleges.

2.Teaching enhancement and support:

• A rolling amendment to the "Implementation Points of Rewarding Teachers for Teaching in English (EMI)" policy to provide teacher and department-related subsidies to encourage teachers to begin EMI classes. The implementation of the program for teacher subsidy sacts as a basis for course quality assurance and teachers should use the subsidy received in their classroom for teaching, leading students to participate in competitions, hiring teaching assistants, or implementing after-school tutoring.
• Purchase Oxford EMI online self-study courses and keep teachers and students informed of the resources and EMI activities provided by colleges, universities, and regional resource centers that are accessible at any time. The school also has held s several seminars to provide teachers with learning resources. From November 2022 to April 2023, NCYU conducted three online lectures on EMI teaching for teachers in colleges and universities nationwide and one on-campus EMI teaching lecture in February 2023.

3.Establish a facility for student-oriented learning effectiveness, evaluation, and counseling.

• The university has implemented a freshman English test to track the performance of first-year students' listening and reading ability and encourages them to improve their English ability with awards for progress;
• Organize a variety of self-study activities and provide students with an English immersion environment; the use of online English self-study software; and participation in physical  activities ; 
• Plan various competitions and give bonuses to students in order to enhance their motivation to participate. For example, our school has held  English speaking s; writing c; and reading competition’s , and has designed activities to improve English speaking (such as online appointments with foreign teachers, international salons, and Chinese speaking partners)and have organized several lectures. We also provide suitable compulsory freshman English courses, training listening, speaking, reading, and writing skills. 
•  Offer elective English courses which are available for our students and which are also available to students from other institutions. These include EAP, ESP, and EOP courses. This way. all students can substantially improve their English ability by enrolling in both required and elective English courses. 
• In addition to our bilingual website, NCYU also has organized several activities to promote local internationalization, such as international cultural activities and related lectures and arranging international and Chinese speaking study partners, to provide students with more diverse and exciting ways to learn English and to encourage an environment of friendly global exchange. .

4.Promote EMI course quality assurance measures:

EMI teachers must attain a minimum score of 3.5 in the most recent student evaluations of the course. They also must apply for EMI courses using English syllabi, record courses or make relevant videos to upload to the teaching platform for students to review after class, and offer their teaching experience and suggestions as reference for future EMI teaching and planning at the end of the semester.

5.Inter-school resource sharing cooperation:

After the "Bilingual Education Promotion Team" website was set up, a project achievement exhibition was held at the end of May 2023. Through poster display exhibitions, dynamic explanations, and stall activities, the staff and students of the school could increase their understanding of the bilingual learning promotion plan and its current implementation situation. In the section on resource sharing and intercollegiate cooperation, NCYU has become a regional partner school of the Taiwan National University System and the South Bilingual Regional Resource Center of Sun Yat-Sen University, hoping to provide more EMI teaching resources for our teachers through intercollegiate cooperation.

 The current plan analyzes the number of EMI-related courses, the number of students enrolled, and  teaching evaluations each semester. Based on the feedback of relevant data, the bilingual teaching strategy of the school is adjusted in a rolling manner. Also, intensive tutoring is used to increase students' learning motivation, and the allocation modesof school resources are reviewed to improve students' learning effectiveness. By participating in  this project, we hope to be able to build  a consensus of the whole school so that everyone can benefit from the promotion and implementation of the EMI project.
