With the help of the Program on Bilingual Education for Students in College (“BEST Program”), outstanding EMI teaching staff, a variety of EMI courses, and an immersive English learning environment, the College of Medicine and the College of Medical Science and Technology (“the two Colleges”) have drawn up a detailed plan for a bilingual campus and bilingual education from the perspectives of students and learning, teachers and teaching, and supportive measures. The achievements and highlights in Academic Year 2022/2023 are as follows:

I. Improvement in Students' English Proficiency Levels

1. An Integration of English for Academic Purposes (“EAP”) with Freshman-level/Sophomore-level General English Courses and the Offering of ESP (English for Specific Purposes) Lectures

1. Students enrolling in freshman-level/sophomore-level general English courses are placed in different levels of the same course depending on their English proficiency levels. Moreover, EAP was introduced to general English courses to train students' skills in English: listening, speaking, reading, and writing, and to help students use the English language in a professional manner. 
2. To increase students' motivation to learn English and sharpen their English skills for future careers, 8 ESP lectures on 4 different topics (Narrative Medicine, Workplace English, Technology English, and Cosmetic English) were held, with an attendance of 338 students, 125 of whom were from the two Colleges. 

2. Innovative EMI Courses

1. Comprehensive EMI professional courses: EMI professional courses at basic, intermediate, and advanced levels are offered to freshman, sophomore, junior, and senior students, respectively so that they can keep improving their English proficiency levels while developing professional skills. The percentage of EMI courses is rising every year. In Academic Year 2022/2023, a total of 506 EMI courses were offered at ISU, accounting for 11.47% of all courses, 143 of which [BS: 132 (11%); MS: 11 (13.8%)] were offered by the two Colleges.
2. In light of ISU's policy for offering innovative courses, the departments under the two Colleges have established 11 interdisciplinary EMI micro-credit programs, including the EMI Micro-credit Program in International Nursing, the EMI Micro-credit Program in Introduction to Health Care, the EMI Micro-credit Program in Health Communication, and the EMI Micro-credit Program in International Rehabilitation Medicine. A total of 117 students enrolled in these programs in Academic Year 2022/2023. 
3. Assurance of Learning (AOL) and Assurance of Teaching (AOT) for EMI Courses. Regarding the AOL, a teaching survey has been specially designed for EMI courses. According to the final teaching survey in the first semester of Academic Year 2022/2023, the average score on satisfaction of students of the two Colleges was 15.68 (11.63 university-wide). As for the AOT, course instructors were requested to give reflections on students' learning and propose improvement measures, if any. 88.8% of all course instructors provided the aforesaid reflections and improvement measures. Moreover, the quantitative and qualitative results of the AOL and the AOT were brought forward to relevant meetings by the departments under the two Colleges for an in-depth discussion and improvement strategies with an eye to enhancing the effectiveness of teaching and learning. 

3. Diverse English Learning Opportunities and On-campus English Proficiency Tests

1. To create an environment where students can learn English anytime, anywhere, ISU purchased TOEIC online practice tests in Academic Year 2021/2022. The TOEIC online practice tests are used as a pre-test and a post-test for students taking freshman-level/sophomore-level general English courses. By so doing, course instructors can have a clear understanding of student learning outcomes and make adjustments accordingly. 
2. Every semester the Foreign Language Center offers the TOEIC Elite Class to students who have a TOEIC score of 600 or more or whose English score on the General Scholastic Ability Test is 10 or above to receive intensive training in English listening, reading, speaking, and writing skills for 27 hours. In Academic Year 2022/2023, a total of 144 students completed the training, 38 of whom were from the two Colleges. 
3. To better understand students' English learning outcomes and make appropriate improvement plans for them, regulations concerning rewarding students who have taken English proficiency tests were made, in the hopes that more and more students could learn English actively and take such tests as GEPT, CSEPT, and TOEIC to improve their competitiveness. In Academic Year 2022/2023, a total of 5 on-campus English proficiency tests were administered. Among the students who took these tests, 46% attained a proficiency level of CEFR B1, while 5% reached a proficiency level of CEFR B2 or higher. 

4. EMI Teaching Assistant Training

To equip EMI teaching assistants with the skills that benefit course instructors of EMI courses and help improve students' English proficiency levels, 6 batches of EMI teaching assistant training were held in Academic Year 2022/2023, with a total of 49 participants. Students with perfect attendance will receive a certificate. With this certificate, they will be granted higher wages if they apply to become EMI teaching assistants. In Academic Year 2022/2023, a total of 59 students served as EMI teaching assistants, helping faculty members with teaching-related tasks.

5. Diverse Immersive Activities

1. Companion Groups for Learning English: Composed of the students of the School of Medicine for International Students and domestic students from other departments, 14 companion groups were formed in Academic Year 2022/2023, and a total of 133 participating students had more opportunities to practice their English speaking skills through regular gatherings. 
2. English Presentation Competition: The competition was divided into the graduate student group and the undergraduate student group, with a total of 25 students participating. The competition aims to help students put what they have learned into practice and polish their presentation skills demanded in the future workplace. 
3. English Short Film Competition: The competition aimed to train participating students to think and communicate in English to effectively convey the main message through their short films (3-5 minutes). A total of 11 entries took part in the competition. 
4. Cross-cultural Exchanges and Events: To create a mini-global village on campus, ISU organized the ISU Cultural Festival, the FiGE (Foundations in Global Engagement) program, the selection of cultural ambassadors, trips for exploring local cultures, etc., to help students experience different cultures and expand their horizons. In 2022, ISU continued to hold the “TEDx-I Shou University,” curated by international students from different countries, where faculty members and students could present their thoughts in English. 
5. Immersive English Learning Activities: In Academic Year 2022/2023, a total of 16 sessions of “English Corner” were organized. Through casual conversation practice, interactive games, and role-playing activities, these events enhanced students' English communication and expression skills. Throughout ISU, 317 students participated in the sessions, 130 of whom were from the two Colleges. Additionally, ISU hosted the “LOHAS English Exchange Workshops” for the first time, consisting of 7 sessions. Exploring topics like tea art, qigong, and singing in English, the workshops aimed to boost the English communication skills of faculty members, staff members, and students. The Workshops attracted a total of 115 participants from across ISU, including 40 from the Medical Campus. 
6. Bilingual Activities in Local Communities: Students of the School Medicine for International Students conducted a variety of interactive bilingual activities at Heng Shan Elementary School in Yanchao District, Kaohsiung, with the teaching materials they designed and interesting interaction activities, helping the elementary students learn about human organs and their functions while creating an English learning environment. 

II. Enhancement of Faculty Members' EMI Skills

1. Professional EMI Training

1. To launch faculty EMI training, ISU has invited a specialist from Canada, who offers both face-to-face and online EMI training courses. As of Academic Year 2022/2023, a total of 256 faculty members took EMI training courses, whether within or outside the University, 127 of whom were from the two Colleges. In Academic Year 2022/2023, EMI conversation courses were initiated for faculty members to enhance their English communication skills. A total of 31 faculty members from ISU joined the courses, with 16 faculty members from the two Colleges. 
2. To help upgrade faculty members' EMI skills, all colleges have formed faculty professional communities for EMI education, and at least 4 workshops are organized every semester. In addition, to enhance faculty members' EMI practice, peer observation is arranged, and participating faculty members can have discussions and give feedback while taking part in the faculty professional community. In Academic Year 2022/2023, peer observation was conducted in 11 courses, and a total of 133 faculty members participated in peer observation. The faculty professional communities for EMI education at the two Colleges organized a total of 8 workshops (including peer observation), in the hopes of helping faculty members improve EMI skills and teaching quality through experience sharing, discussion, and professional exchange. 
3. To enhance faculty members' expertise in EMI, ISU launched the “One-on-One EMI Consultations” in Academic Year 2022/2023. These consultations, facilitated by experienced EMI instructors, were designed to support faculty members in enhancing their teaching abilities to promote EMI education. A total of 7 faculty members from various departments across ISU signed up for the consultation, including 3 faculty members from the two Colleges. 
4. In Academic Year 2022/2023, ISU organized 6 sessions of on-campus EMI Workshops, attracting a total of 178 participants. These workshops, centered around the sharing and exchange of experience in EMI education, were specifically designed to enhance faculty members' EMI skills.

2. Incentives to EMI Courses for Faculty Members

1. The hourly pay for EMI courses is multiplied by 1.5. 
2. EMI courses are given priority for hiring EMI teaching assistants, and the working hours of these teaching assistants are increased as well. 
3. Faculty members are entitled to an exemption from the faculty evaluation if they 1) have taken the EMI training courses offered by ISU (Course 1+3 or Course 2+3) and received a certificate of completion, 2) have passed the evaluation made by the EMI specialist and received a CEFR C1 certificate, and 3) have offered an EMI course for the first time and passed the final teaching survey. 
4. Faculty members who have taken the EMI training courses offered by ISU will receive points under the faculty evaluation. 
5. Subsidies are granted to form faculty professional communities for EMI education with an eye to facilitating peer interaction and faculty development. In Academic Year 2022/2023, a total of 18 faculty professional communities for EMI education were established.

III. Comprehensive Supportive Measures

1. Bilingual Regulations and Documents

ISU has professional and experienced translators to translate Chinese regulations and documents into English or vice versa. To date, more than 90% of ISU’s regulations and rules in connection with faculty members and/or students have been bilingualized. Every academic year, a minimum of 35 previously untranslated regulations and rules of academic units are translated, and, in Academic Year 2022/2023, 15 regulations and rules of the two Colleges were translated into English. In addition, administrative systems students often use and more than 95% of signs on campus are also bilingualized, in order to create a bilingual learning environment. 

2. Information to Stakeholders and Friendly Communication

1. In addition to the information about bilingual education on the website of the Bilingual Education and EMI Center, ISU periodically releases ISU News in English on a specific Facebook fan page and Instagram page in order to disclose relevant information and facilitate bilateral communication.
2. To have a clear understanding of students' performance in EMI courses and English proficiency levels, the two Colleges held three teacher-student forums, respectively, to collect students' feedback for future improvement. In addition, external EMI experts were invited to share their experiences with the faculty members and students of the two Colleges. In addition, to assess the implantation result of the BEST Program within the two Colleges in an objective manner, a visit by external experts was conducted. During the visit, the two Colleges made a presentation on the implementation result, and then, the external experts made comments and suggestions after a review, which will be an important reference for improvement measures and further implementation.

3. Sharing of Resources and Inter-institution Engagement

To build an EMI resource-sharing platform with other universities and colleges in southern Taiwan, ISU signed an MOU with National University of Kaohsiung in Academic Year 2022/2023 for exchanging faculty members and teaching information and organizing academic activities together. In addition, ISU is part of the Southern Regional Resource Center for Bilingual Education, where universities and colleges in southern Taiwan regularly attend exchange meetings and the inter-university EMI faculty learning communities for exchange and collaboration. In addition to collaboration in the higher education sector, to assist partner high school teachers in developing their bilingual proficiency, ISU organized the High School Teacher Empowerment Workshop. Leveraging ISU's strong EMI teaching experience and expertise, teachers from partner high schools were guided to develop their skills in EMI education. Furthermore, ISU organized a one-day EMI camp, titled “Learning English, Having Fun,” to invite high school students from southern Taiwan to participate so as to achieve resource sharing with high schools and promote English learning. 

4. Bilingual Education for Staff Members

English training courses at different levels are designed based on staff members' official needs and English proficiency levels. 5 advanced and 5 practical English training courses were offered in Academic Year 2022/2023 with an attendance of 70 staff members. Participating staff members were trained in English speaking, listening, and writing skills to increase their English language skills.
