Abstract

College of Engineering, National Chung Hsing University aims to cultivate advanced engineering and technology talents with professional, integrated, and innovative capabilities, as well as an international perspective. Aligned with the national vision of becoming a bilingual country by 2030, the college's goal is to establish a bilingual-friendly learning environment and enhance the international competitiveness of engineers. To achieve this, the college has formulated a comprehensive English language environment strategy to strengthen the English proficiency of all faculty, staff, and students.

     To promote bilingual education, the College has been offering courses using English as the medium of instruction (EMI). In 2021, the college established the EMI Implementation Committee, which consists of 8 members from its departments, institutes, and programs. The team has held 6 meetings for the discussion and implementation of the objectives of the program each academic year. In 2022, the College established the EMI Advisory Committee, comprising 5 domestic and international advisory members, to review and supervise the planning of courses and activities. The committee has held meetings for the review and supervision of the planning of relevant courses and activities. The College has also employed two full-time EMI assistants to actively support various EMI workshops and training activities in collaboration with inter-departmental administrative units. For the reference of teachers when they are planning courses and of teaching assistants when they are applying for subsidies, the College has stipulated the “Guidelines for the Use of Funds for the Programs on Bilingual Education for Students in the College of Engineering of National Chung Hsing University.” The “Guidelines for Rewarding the Participation in English Proficiency Tests by Teachers, Staff, and Students in the College of Engineering of the National Chung Hsing University” has been stipulated for the sake of encouraging faculty members and students to take English proficiency tests. To help teachers improve their EMI ability, the College has worked with the University’s Bilingual Education Resource Center, to promote Certificate in EMI Skills Online Courses designed by Cambridge Assessment English. It has also stipulated the “Regulation of Research Project and Paper Competition (English as Medium of Competition) of the College of Engineering of the National Chung Hsing University” and worked with the University’s Language Center to offer English for General Engineering, an English for Specific Purposes (ESP) course, to help students build a solid foundation in English. To improve the bilingual learning environment on campus, the College continues to work with its departments, institutes, and programs to create multimedia space for bilingual education. 

     The College had 41 EMI teachers for the academic year 2022/23, constituting 34.7% of the college's total faculty (Target KPI: 6%). Together, they offered 74 EMI courses as follows: A total of 82 EMI courses were offered, categorized as follows:

(1) Physical Courses: 31 undergraduate courses, accounting for 10% of the total undergraduate courses (Target KPI: 11 courses); 35 master's courses, representing 18% of the total master's courses (Target KPI: 24 courses); and 8 doctoral courses, comprising 16% of the total doctoral courses (Target KPI: 4 courses). 

(2) Online Courses: During the academic year, 8 online Summer School courses were conducted, featuring scholars from sister institutions in the South and international faculty recommended by the college's departments. Additionally, the course Environmental Biology is offered by Professor Wu Xiang Chen, Department of Environmental Engineering, and is also an online course. The above courses account for 1.4% of the total courses (Target KPI: 6 courses), available for selection by undergraduate, master, and doctoral students.

     To enhance the internationalization of faculty within the college and elevate the effectiveness of EMI teaching, the college appointed two dedicated EMI instructors, Professor Zhuang, Jun Rong from the Department of Mechanical Engineering, and Professor Lin, Jie Ting from the Department of Chemical Engineering, in the academic year 2021/22. Additionally, one more EMI instructor was hired at the end of the academic year 2022/23. The college provides various support measures and initiatives to facilitate faculty engagement in EMI teaching: (1) Compilation of an EMI course engineering teaching handbook for use by EMI instructors within the college. (2) Organization of two EMI teacher workshops featuring insights and techniques shared by professors from Utah State University (US) and Benguet State University (PH). (3) Provision of four EMI teaching books, including "Teaching in English at University," for course instructors to borrow and use. (4) Encouragement of faculty participation in Cambridge and Oxford EMI teaching skills certificate courses organized by the Bilingual Education Resource Center. As of the 2022 academic year, a total of 57 faculty members from the college have participated in training courses, accounting for 48.3% of the total faculty (Target KPI: 15%).

     During the academic year 2022/23, 11% of second-year undergraduates and 28% of first-year master's students completed more than 20% of their credits through EMI courses (Target KPI: 10% for both categories). Among recent bachelor's degree graduates, 79 students achieved an E1 course completion ratio, representing 12% of the total undergraduate population (Target KPI: 10%). To attract new students, promote EMI courses, and internationalize the curriculum, the college organized three information sessions and one TA (Teaching Assistant) workshop during this academic year: (1) The College held the University Experience Project – Introduction of EMI at the NCHU Affiliated High School on September 5, 2022, which saw the participation of about 500 people. (2) TA Teaching Workshop, conducted on September 27, 2022, with a total of 37 participants. (3) "English Corner" has been held since October 5, 2022, encouraging domestic and international students to communicate in English during lunchtime. Each session attracted around 30 participants, totaling three sessions. (4) "University of Cincinnati Dual Degree Program Information Session" held on October 28, 2022. (5) "EMI English Presentation Workshop" conducted on November 17, 2022, featuring Cana, a YouTube personality with over 100,000 subscribers, sharing her English presentation skills. The workshop was attended by a total of 106 participants. (6) "EAP Reading Academic English Workshop" held on December 8, 2022, featuring Professor Jiang, Ming Shi, with extensive EAP teaching experience, instructing and demonstrating academic English reading skills. The workshop attracted 38 participants. (7) "COE Xmas Party" organized on December 22, 2022, featuring a series of English language games with foreign students as hosts, providing participating students with an immersive English communication experience. (8) "EMI Information Session" held on February 24, 2023, to explain the bilingual policy goals and support measures to all college students, with 39 attendees. (9) "English Conversation Workshop" conducted on March 1, 2023, featuring professional English conversation instructor Jen from the industry. The workshop covered conversation skills and included practical exercises, attracting a total of 100 participants. (10) "University of Cincinnati Master's Program Information Session" held on March 6, 2023. (11) "NCHU 2022/23 Academic Year Three-College Joint Student Bilingual Learning Achievement Exhibition" organized from March 6 to 10, 2023. In addition to showcasing achievements in bilingual learning through static displays, each day at noon, the three colleges and the Bilingual Education Resource Center held various bilingual teaching demonstration activities, with approximately 436 participants in total. During the exhibition on March 7, Associate Professor Zhang, Hou Qian (Department of Chemical Engineering) and Assistant Professor Deng, Zhi Feng (Undergraduate Program of Intellectual Creativity Engineering) demonstrated the actual teaching situation of EMI courses, sharing their teaching experiences and techniques in the atrium of the Integrated Teaching Building. (12) "Taichung Chung Gang Senior High School Promotion Event" held on April 12, 2023, with Assistant Professor Deng, Zhi Feng, a member of the EMI Implementation Committee, attending to promote the college.

     To cultivate systematic thinking in students and enhance international competitiveness, the college encourages undergraduate and graduate students to participate in the annual All-English Undergraduate Project Competition and Graduate Thesis Competition held in June. In the current academic year, there were 20 teams of undergraduate students, including 9 teams with entirely English submissions, and 43 teams of graduate students, including 12 teams with entirely English submissions. To incentivize students to present their research results in English, in addition to the original cash prizes, an additional bonus is provided for those with entirely English-winning entries, offering students a valuable experience and honor. To encourage students to improve their English proficiency, the college has established an English proficiency award system, providing substantial cash rewards for students achieving CEFR B2 level or above, along with support for English proficiency test registration fees, alleviating the financial burden on students. In this academic year, a total of 45 students received proficiency award funds.

     In 2021, the university formally established the "Bilingual Education Resource Center" under the Office of Academic Affairs. The center is dedicated to developing university-wide English-medium instruction, organizing teacher workshops and seminars, conducting online EMI teacher training courses, incorporating the digital English proficiency software EnglishScore, integrating English proficiency graduation standards, introducing the AI English-speaking self-learning software MyET for use by all faculty, staff, and students, and implementing English proficiency award measures. The center coordinates and convenes meetings for the College of Engineering and College of Life Sciences, chaired by the Dean of Academic Affairs, with at least 5 EMI course promotion and negotiation meetings held every academic year. These meetings discuss EMI-related matters, promote ESP/EAP bridging courses, and aim to effectively strengthen the English teaching abilities of the university's faculty while nurturing students' English proficiency.

     In enhancing the internationalization of faculty and students, the college organizes foreign language workshops, implements the International Leadership Society's buddy program, recruits foreign EMI instructors, and hosts international cultural festivals. The college collaborates with the university in continuously strengthening international academic and research connections: (1) Signed a MOU and conducted a discussion forum with President Zhang Caixing of Taida Electronics, providing students with opportunities to participate in cross-border corporate internships. (2) Discussed a dual-degree program cooperation with the sister school Utah State University (USU), aiming for participating students to obtain bachelor's degrees from both institutions and FAA (Federal Aviation Administration) / CAA (Civil Aeronautics Administration) CPL licenses. (3)Offered Summer School courses, hiring scholars from sister schools in the southern direction and recommended international faculty from the college as instructors. In the 2022/23 academic year, a total of 8 courses were offered, attracting 255 students at the undergraduate, master's, and doctoral levels. (4) Organized the fourth International Symposium on Engineering Technology (ISET 2022) and the third International Symposium on Precision Engineering (ISPE 2022). Participants from countries such as Australia, Japan, Hong Kong, India, Malaysia, Vietnam, and Cambodia, totaling over 200 scholars and students, engaged in the event either online or in person.

     The college has established a supportive English learning environment by (1) Creating an EMI section on the College of Engineering website, promoting the Englishization of regulations, and providing information on international courses and global recruitment. (2) Developing online EMI digital courses and online course assessments. (3) Setting up multimedia classrooms and using the "Cloud Teaching Direct Recording System" to record class videos for students to review after class. (4) Procuring teaching software and hardware equipment to enhance the teaching environment of each department. (5) Implementing end-of-course surveys and classroom observations to ensure and continuously improve course quality.
