Abstract

I. Overview
   National Taichung University of Education (NTCU) is one of the Generalized Enhancement School of the Program on Billingual Education for Students in College, and aims to cultivating elementary school teachers.  NTCU also nurtures future professionals in various fields.  In line with the National Development Council's "The Bilingual 2030 Policy", NTCU's bilingual policy aims to enhance the English teaching abilities of teachers and the English proficiency of students, as well as cultivate professionals with international mobility in bilingual fields. We have gradually established an EMI support system and a comprehensive student English proficiency resource system using grant funds.
   NTCU has 3 main performance goals: enhancing professional English application abilities, developing innovative EMI courses, and promoting the internationalization and sustainable development of the school. We have completed various tasks, including overall strategic construction and specific strategy implementation. The summary of achievements for the academic year of 2022 is as follows:

  1. Enhancing professional English application abilities: We have conducted workshops to enhance students' self-study English abilities, encouraged students to utilize self-learning resources both inside and outside the campus, and utilized English proficiency assessment resources to evaluate students' English proficiency levels, thereby assisting students in independent language learning.
  2. Developing innovative EMI courses: We have implemented various measures to support and enhance the quality of bilingual teaching and students' learning outcomes, such as providing teaching hour rewards, teaching assistant support, and collaborative teaching. These measures involve collaboration between course instructors and consulting teachers with EMI teaching experience, focusing on the four language skills of listening, speaking, reading, and writing.
  3. Promoting the internationalization and sustainable development of the school: During international student admission briefings, we promote the implementation of this project and invite international students to actively participate in related international collaborative courses and activities. We also provide subsidies for internal teachers to participate in the "Certificate in EMI Skills Online Course" developed by the Cambridge University Press & Assessment, offer oral training courses taught by foreign teachers, and provide online language learning platform resources for all faculty and students, including Live ABC, LTTC, TOEIC, and Easy Test, to stimulate motivation for learning English and develop English listening, speaking, reading, and writing abilities.

   In summary, during the academic year of 2022, NTCU organized 9 English-language teaching enhancement lectures for teachers and English learning experience activities for students. We also provided subsidies for 30 students to participate in external English proficiency exams, provided guidance for 31 students who were falling behind or facing difficulties in English learning, conducted two preparatory lectures for English proficiency exams with the participation of 38 students, had 179 students enrolled in English-taught general education courses, and conducted a campus TOEIC exam with the participation of 209 students. Among undergraduate students, a total of 66 students achieved intermediate level or above in the national English proficiency exam. We also provided subsidies for 11 teachers to participate in the University of Cambridge EMI Skills Online Course and had 29 courses participate in a trial project for EMI teaching, employing 10 teaching assistants and 13 teachers with bilingual teaching experience for collaborative teaching in the trial project.

II. Framework of the Project
   The goal of NTCU's bilingual policy is to enhance the English teaching abilities of teachers and the English proficiency of students. Using grant funds, we are gradually establishing an EMI support system and a comprehensive student English proficiency resource system. Through consensus among all faculty and students, we aim to effectively increase the ratio of English-taught courses, establish a graduation certification system for English courses, and develop a sustainable course quality assurance mechanism to strengthen the English learning environment and students' English proficiency.
   Based on the aforementioned goals, this project is responsible for coordinating and promoting the implementation of EMI teaching plans in each college of NTCU. We collaborate with various departments (such as the Office of Academic Affairs, Center for General Education, Center of Teaching Development, Bilingual Education Research Center, Office of Teacher Education and Career Services, and Division of Continuing Education) to ensure cooperation in academic expertise, student English proficiency, and teacher bilingual teaching abilities. We also establish appropriate English proficiency development goals and strategies for students. During the project implementation period, we rely on the Office of Academic Affairs to assist in promoting EMI courses, Center for General Education to assist in assessing and improving students' English proficiency, Center of Teaching Development to assist in enhancing teachers' English teaching abilities, Bilingual Education Research Center to organize bilingual teaching workshops for teachers, Office of Teacher Education and Career Services to support the establishment of English-taught teacher education courses, and Division of Continuing Education to support the offering of English enhancement classes.
