Summary of Achievements in Implementing the EMI Promotion Project in the 2022 Academic Year at Chung Hua University
I. Characteristics of the Bilingual Program Development
Chung Hua University (CHU) is positioned as a university with the twin orientations of "high quality teaching" and "industry-academia linkage". To strengthen its characteristic of high quality teaching, CHU enhances students' English proficiency through the Ministry of Education's BEST program and promotes English as a medium of instruction (EMI) for specialized courses, comprehensively elevating students' "international competitiveness".
In terms of implementing English-medium instruction, CHU began the systematic planning of students' English learning in the 2019 academic year. For freshman English, English is taught in levels based on students' English proficiency. For Sophomore English, English instruction focuses on discipline-specific courses tailored to each college. Moreover, various departments offer English courses for juniors and seniors to select as electives. Starting in the 2021 academic year, each college has been encouraged to offer EMI courses for sophomores, juniors, and first year graduate students. Highlight 1: Innovative Teaching in Levelled Freshman English
CHU is the first in the country to provide its freshmen with an innovative model for learning English; students are divided based on their English grades at admission or our placement test into advanced and practical levels.

Highlight 2: Sophomore English Teaching Organized by Colleges
To cultivate students' professional English vocabulary abilities, CHU divides sophomore English classes by colleges and designs professional English courses for the five colleges. The courses include Technology English for the College of Electrical Engineering and Computer Science, Hospitality English for the College of Tourism, Architecture and Design English Presentations for the College of Architecture, Business Management English for the College of Management, and Cross-Cultural Communication for the College of Humanities and Social Sciences. In the 2021 academic year, the growth rate in professional vocabulary scores from pre-test to post-test across colleges was 55.26% (target: 50%). This shows that students made significant progress in professional English vocabulary under this model. Moreover, the overall learning satisfaction score for professional English was 88.53 (out of 100 points), indicating students recognize the effectiveness of this approach to professional English education.

Highlight 3: Encouraging Results for English Proficiency Certificate Incentive Program
To encourage students to meet the standards of the Common European Framework of Reference for Languages (CEFR), CHU has set up an incentive program with monetary rewards for students who achieved CEFR B1 level or above on various English proficiency exams. From the 2019 to 2022 academic years, 108 students in CHU obtained B1 or above certificates, making up 2.9% of the total student population (the Ministry of Education target is 2%). This shows that the incentive program effectively improved students’ overall English proficiency to surpass the Ministry's goals after being implemented.

III. Established an EMI Center and Hosted EMI Teacher Training Workshops
To enhance CHU's EMI teaching capacities, the College of Tourism cooperated with British Council (BC) to establish a CHU’s EMI Center. In the 2022 academic year, EMI teaching experts from BC were invited to give teacher training workshops and discuss EMI teaching strategies, with 49 teachers participating in total. During the workshop, teachers had opportunities to practice their English teaching techniques they learned by doing demonstration teachings, laying a good foundation to improve their competencies in fully English-mediated instruction. Six teachers obtained professional EMI teacher certification from Trinity College London, while five teachers obtained advanced EMI teacher trainer certification. Please see photos below.

IV. Achievement of Performance Indicators
Under the rigorous supervision and management mechanism, CHU fully achieved all the common and customized performance indicators for BEST project’s Generalized Enhancement Program in the 2022 Academic Year. The budget was also fully utilized with a 100% execution rate. The details of the funding implementation are shown in the table below.
