The Program on Bilingual Education for Students in College – BEST, has been designed by our university and is used to prepare, promote, and enhance students for national competitiveness and alignment with global trends. With English being the primary global lingua franca, the government aims to make Taiwan a bilingual nation by 2030. The vision of this program is thus to strengthen students' English proficiency, promote English as a Medium of Instruction (EMI), and generally elevate the international competitiveness of higher education. Through initiatives, such as the creation of an all-English learning environment and nurturing instructors proficient in English, the focus is on empowering students, improving their English skills, and enhancing their international mobility and employability.

To enhance teaching quality, our university has implemented a variety of measures. The Language Instructional Resource Center initiated the "EMI Project" which has been running since 2021, and planned the third and fourth phases of the "Teacher Training Program for English-Medium Instruction (EMI)" in 2022. This training program encourages teachers to engage in discussions and reflection, aiming to improve teaching quality, enhance students' English proficiency, and achieve teaching objectives across different subjects. In addition, the Center has organized multiple EMI English teacher workshops aimed at enhancing teachers' English teaching abilities and pedagogical skills. These workshops offered both online and in-person, provide inter-school training information. They cover various teaching strategies such as interactive teaching and group collaboration to foster the development of students' English proficiency and improve learning outcomes. Teachers also have the opportunity to collaborate and exchange ideas with other professionals in English language teaching, thus advancing the quality of education in an all-English instructional environment.

To enhance the English communication skills of faculty and create an EMI bilingual environment, the Center launched the "English Oral Proficiency Course," consisting of 5 classes held weekly for 2 hours over 10 weeks. The course covers various communication techniques for different scenarios. Through role-playing and simulated exercises, faculty engage in dialogue with international students, resolve issues, and offer support services, fostering internationalization and cultural exchange on campus. Additionally, two classes focus on teaching presentation skills, instructional methods, classroom management, etc. Teachers have provided positive feedback, indicating that the training helps boost confidence in conducting classes entirely in English.

The International Language Center also implements the "English Corner" activity in student dormitories to enhance students' oral communication skills. The activity takes place in dormitories such as Siken, Yeqin, and Lequn from 18:10 to 20:10 every evening. The purpose of the activity is to create a relaxed atmosphere and encourage students to participate with their roommates. English teachers design various cross-cultural and current affairs topics to guide students in oral expression and broaden their international perspectives. In addition to local students, foreign students are actively invited to participate to facilitate cultural exchange. To help students achieve language skills at the CEFR level, the International Language Center has implemented the following measures: (1) Offering mandatory and elective courses, including EAP and ESAP, to provide consistent language instruction, cultivate students' interest and abilities in English and foreign languages, and enhance their international competitiveness. (2) The Language Learning Navigation Center (LLNC) offers seven learning pathways to support language learning and enhance language skills. (3) Offering various English proficiency certificate courses and providing online practice and tests, such as TOEIC, CSEPT, IELTS, TOEFL, etc., to strengthen students' English abilities. (4) Organizing cross-cultural activities and competitions, such as photography contests and dubbing contests, integrating with English courses to provide an enjoyable learning experience and stimulate students' interest in learning English.

These measures and their outcomes are crucial for implementing the bilingual learning program. They encourage, promote, and enhance students' English proficiency and in turn their global competitiveness. As highlighted, the program integrates a great variety of teaching strategies, designed to effectively promote the continued development of bilingual education in our university. Going forward, our university will continue to assess and, where appropriate, improve and augment to ensure the long-term effectiveness and sustainability of the program.
