The Program on Bilingual Education for Students in College (BEST) at National Cheng Kung University endeavors to enhance the interaction among NCKU students, international students, and scholars in an open and accessible academic environment and campus. Through the surface of language intercommunication, it facilitates a deeper level of understanding and embracing the values and cultures of counterparts who participated. Moreover, the program strives to build NCKU students' international perspectives on a broad scope, aspires to ambitious mindsets, and develops competencies and capabilities facing future global challenges. Under the trend of globalization, the BEST program empowers all the members of the NCKU community to take the initiative as the response to up-to-date social issues actively and efficiently in this rapidly changing society through the demonstration of global citizenship.

The BEST program was initially founded and rooted as a multilingual acquisition program; however, it further expands to emphasize the apprehension and open-mindedness of diverse cultures and the values in shaping the values and thinking mindsets of the new generation. National Cheng Kung University, the only top-tier educational institution in Taiwan to exclusively recognize "global competitiveness" as the core educational goal and concept, shares and echoes the same view with the “ Bilingual 2030 ”policy development vision of the Taiwan government. Centered around the core four pillars, ” Language, Knowledge, Comprehension, Attitude and Value” as the foundation, the BEST program in NCKU aims to empower students to become globally engaged problem solvers, equips students to fully integrate language skills on all aspects of life, including daily usage, academic pursuits, and future professional endeavors. Students are expected to apply acquired language skills and senses as powerful tools for communication, mutual understanding, and idea conveyance. Additionally, action plans tailored to meet the professional needs of faculty and staff have been developed and adjusted for language proficiency enhancement in NCKU on a comprehensive level.

NCKU vigorously brings together on-and-off campus and international resources and develops explicit action plans in collaboration with internal administrative units and the nine major colleges of NCKU to promote and implement the BEST bilingual program. For the last two academic years, besides upgrading the bilingual education campus and classroom facilities, tangible resources were added to strengthen the faculty’s willingness to offer EMI (English as a medium of instruction) courses. Up to 111-2 academic year(2013), 68% of faculty have received relevant bilingual instruction training. More than 2,000 EMI courses have been offered, accounting for 14% of the total courses offered by the university. Meanwhile, for NCKU students' international competitiveness enhancement, the “International Competitiveness Development Center” was established to plan and organize relevant activities, e.g., professional development workshops, global mobility forums, and English playgrounds, allowing students to learn bilingually besides cultivating interests and caring for global issues. Also, 21 bridging class videos have completed production, whereas seven videos were already available. Online courses- Coursera, 54 courses offered for now, were introduced and integrated with teaching since the 111-2 academic year(2013) to widen the spectrum of and elevate the curriculum's internationalization level.

In the past two academic years, the number of students enrolled in EMI courses increased by 13%, reaching 43% of the total student body. The Teaching Evaluation Feedback for tracking EMI course effectiveness showed that students’ feedback remained positive and satisfactory even after the instructional language transitioned from Chinese to English. For bilingual administration cultivation, administrative personnel are encouraged to use on-campus rich language acquisition resources to improve language abilities and expand international perspectives through lectures, workshops, and events regarding languages, cultures, and global issues. The number of participants has reached several thousand to date. Additionally, the first attempt of bilingually presenting official documents and campus signage has been achieved. Cultural exploration courses are also offered in foreign language tracks to promote NCKU and Taiwan worldwide. Thus, the BEST Program shoulders the mission to keep NCKU abreast of international standards and serve as a unique opportunity to showcase NCKU 's research and teaching capabilities, unveil Taiwanese society and culture, and demonstrate global competitiveness to the international society.
