Since the merger of National Yang-Ming University and National Chiao Tung University on February 1, 2021, National Yang Ming Chiao Tung University (NYCU) has combined strengths of both institutions to develop key areas such as healthcare, artificial intelligence, and semiconductors. Through the "One Tree, Many Fruits" initiative, we have outlined a ten-year vision for institutional development to establish our university as a world-class international institution. Promoting the university-wide bilingual program also advances our goal of becoming a world-class international university. To pursue this goal, we are committed to collaborating with internationally renowned universities to establish international partnerships. By utilizing university-level bilingual program funding and additional support from the Ministry of Education's Higher Education funding, we invite faculties to participate in the bilingual initiative. In the first year of the second phase, 16 faculties, accounting for 80% of the university, have joined the bilingual program. Beginning with the 2024 academic year, in response to the Ministry of Education's expansion of key areas in the bilingual program, our university will integrate the three major focal faculties into the fields of Biological and Medical Sciences, Engineering and Applied Sciences, and provide additional funding to support our strongholds in Mathematics and Natural Sciences, thus expanding the coverage of the bilingual program to these three major focus areas.

In terms of faculty development and student learning, we have integrated existing faculty resource systems with EMI (English as a Medium of Instruction) faculty development resources to build a comprehensive faculty professional development support system, offering diverse and flexible professional training opportunities. Finally, we prioritize enhancing students' English proficiency by providing multifaceted language learning programs in EAP (English for Academic Purposes) and ESP (English for Specific Purposes) while also strengthening the English skills of administrative staff to cultivate a multilingual learning environment across the university.

The College of Biomedical Sciences and Engineering focuses on clinical medical technologies, medical engineering, optoelectronic technology, and assistive device development. These fields are closely linked to internationalization and the use of English. Learning materials are mainly in English, and students interact with local and international peers. Taiwan values international medical services, offering job opportunities in places like Singapore, Hong Kong, Japan, Europe, and the USA. Integrating bilingual education from undergraduate to graduate levels enhances students’ global vision, teamwork, communication, and leadership skills. Extracurricular English activities help students use English more comfortably, reducing fear and boosting confidence. Workshops and student groups promote critical thinking and problem-solving. The College of Computer Science was designated as a benchmark institution for the BEST Programme bilingual learning project in the academic year 2021. From the academic year 2020 to 2023, the number of EMI (English as a Medium of Instruction) courses increased from 62 to 79, with an EMI English course ratio growing from 32.8% to 41.15%. Second-year students taking over 20% of their credits in EMI courses reached 85.64%, and first-year master’s students achieved 88.28%. To enhance teaching quality, we established the Outstanding English Teaching Award and provided incentives for EMI instruction. We actively encourage faculty to engage in EMI courses. Additionally, we offer subsidies for teaching assistants to improve EMI teaching support. We organize teaching experience-sharing sessions and hire foreign teachers for flexible EGP (English for General Purposes) courses. In the 112th academic year, we conducted 140 hours of EGP courses, benefiting students’ English proficiency and international perspectives. Our college publishes a bilingual journal, and we have dual-degree agreements with UIUC CS and iSchool. Three students will study at UIUC CS in August. These collaborations foster a global outlook and expand cultural horizons.

The College of Engineering promotes bilingual education through international strategies, increasing the proportion of EMI courses and signing dual degree agreements with universities abroad. This enhances students’ global perspectives and cultural understanding.
