To promote EMI learning, STUST has set two major objectives: a) to encourage English teachers to conduct all-English courses, and b) to motivate students to enroll in EMI courses. Four principles have been formulated to implement this plan: bottom to top, less to more, basic to advanced, and foundational to general. The goal is to gradually increase the number of EMI courses offered each semester, the number of students taking EMI courses, and the number of teachers capable of teaching EMI courses.

  STUST’s EMI program consists of three phases. The first phase is called the English proficiency development stage, which lasts for three consecutive semesters. The second phase lasts for two semesters and serves as a bridge to help students adapt to all-English courses in their academic fields. After completing the second phase of the program, students who have reached CEFR B2 or above are eligible to enter the third phase. In this phase, students can take all-English courses, enroll in international programs or participate in international exchange student programs with overseas partner universities.

  To increase the number of qualified EMI instructors, each college selects teachers to participate in EMI training courses organized by the resource centers for bilingual education. The faculty training is conducted over three stages: the first phase focuses on the development of EMI teaching knowledge and skills, such as establishing the language and techniques for EMI; the second phase involves EMI teaching practice and trial teaching; the third stage is the EMI teaching practicum, where the newly trained teachers offer formal EMI courses.

  Through this three-phase implementation framework, we aim to achieve the following goals:

1. Establish a teaching model that enhances students’ English proficiency.
2. Develop a comprehensive support mechanism for teachers who need to improve their English skills and classroom engagement for EMI, thereby expanding the pool of EMI instructors.
3. Create an inter-school collaboration mechanism to sustainably promote EMI.
