Chung Shan Medical University emphasizes the crucial role of English in medical communication and international exchanges. To support this vision, the university has embraced bilingual education, encouraging participation from the entire academic community. Given that over 70% of the university's departments are linked to national licensing exams, the transition to English-medium instruction (EMI) began gradually with elective courses.

In the 2023-2024 academic year, significant milestones were achieved. Thirty-seven teachers completed EMI training, bringing the total to 88, which is 22% of the full-time faculty. Nine new EMI courses were introduced, a 225% increase from the previous year, along with four new ESP/EAP courses. Currently, 36% of English courses are taught entirely in English. The interdisciplinary Micro-credential program, "Health Education with EMI," was launched to encourage cross-field EMI course enrollment. As a result, 11% of second-year students and 5% of first-year master's students took at least one EMI course, and 20% of freshmen passed the English proficiency graduation benchmark.

Our university provided incentives for teachers and students, established monthly faculty consultations, and implemented an online self-study system with 292 monthly logins. International collaborations expanded, including a new partnership with Duquesne University in the USA. The EMI Center also held workshops for teaching assistants each semester and offered annual administrative English classes to enhance staff proficiency.

Self-evaluation involves setting and reviewing performance targets in school-wide meetings, with the EMI Center reporting progress and making adjustments based on feedback. EMI courses undergo approval and quality tracking, with teachers conducting self-evaluations and student satisfaction surveys analyzed for improvement. Peer observations and cross-university feedback sessions further refine teaching strategies. This structured self-evaluation ensures the continuous improvement of the bilingual education program, aligning with international standards and enhancing the global competencies of students and faculty at Chung Shan Medical University.
