Chang Gung University adheres to the Ministry of Education's three bilingual education principles: student choices, teacher support, and school preparedness. The university has been progressively implementing the EMI (English as a Medium of Instruction) program, beginning with the popularization and enhance-ment plan from 2021 to 2023. In September 2023, the university's College of Management received the key college project designation, marking a new milestone in Chang Gung University's bilingual education. 

For the 2023 academic year, the university offered a total of 511 EMI courses, with 19% (96 courses) being in the key college. A total of 4,967 students enrolled in EMI courses, with nearly 20% (976 students) from the College of Management. The college's student population accounted for approximately 18% of the total student body, with 1,245 students enrolled in the 2023 academic year, indicating that over 75% of the college's students participated in EMI courses.

The College of Management has adopted four closely related action plans to achieve these goals:

1. Enhance students' listening, speaking, reading, and writing abilities.
2. Encourage faculty to offer more EMI professional courses in English.
3. Support the formation of student English learning communities and organize achievement presentations with faculty guidance.
4. Conduct intercultural and interlingual exchanges between teachers and students.

To implement these plans, the College of Management has established relevant regulations and procedures to coordinate bilingual affairs, support continuous student learning, encourage faculty to improve EMI teaching, and foster a bilingual learning atmosphere among faculty and students. Over nine months of implement-tation, supported by funding from the Ministry of Education, the college saw significant progress. The proportion of students reaching CEFR B2 in listening and reading increased from less than 10% (9%) at enrollment to 30%. However, the proportion of students meeting the CEFR B2 standard in all four skills (listening, speaking, reading, and writing) still needs improvement. Additionally, the proportion of second-year and first-year master's students taking over 20% of their courses as EMI courses reached 14% and 30%, respectively.
