Abstract 

In alignment with the nation’s Bilingual Policy and China Medical University’s goals of “Connecting with the world and developing a first-class world university” and “Enhancing the capabilities of faculty and students, and cultivating high-level talents”, China Medical University (CMU) has established a comprehensive bilingual education program. This program aims to cultivate internationally competitive professionals with cross-cultural communication skills. Our key strategies include:

  1. Establishment of a university-level Bilingual Education Center: This center is responsible for implementing bilingual education strategies, integrating English teaching resources with English as a medium of instruction (EMI) courses, and promoting cooperation between related administrative units. Members of the Center meet regularly to examine the effectiveness of the bilingual strategy implementation.
  2. Establishment of a step-by-step EMI Curriculum and Quality Assurance Mechanism: Our bilingual education program features a step-by-step curriculum to gradually improve students’ English proficiency and application to medical/biomedical professions. The curriculum progresses from EAP (English for academic purposes) and ESP (English for specific purposes) to EMI professional courses and clinical applications. To ensure high quality of bilingual courses, we established a comprehensive review system to verify courses with educational bilingual program and objectives. Teachers receive valuable feedback from EMI courses to guide curriculum improvements. Students are encouraged to take English proficiency tests to assess their progress. This approach helps the university maintain high educational standards and ensure students are well-equipped with competence and confidence. 
  3. Innovative Teaching and Integrating Internal Resources: We provide all-English activities like English Corner and English Café to enhance students’ oral English skills in immersive environments. The bilingual education program also integrates with the university’s social responsibility (USR) projects, making EMI learning more effective and flexible. Our supporting strategies include providing EMI course subsidies, teaching assistants, and rewards for both teachers and students to motivate participation in EMI classes and activities.
  4. Promotion of Inter-University and International Exchanges Activities: The Bilingual Education Center promotes inter-university experience exchanges among teachers, especially in EMI teaching. The College of Medicine and the College of Chinese Medicine have established inter-university faculty development groups such as the “Taiwan Digital Biomedicine EMI League” and the “Chinese Medicine Bilingual Teaching” faculty community, aiming to enhance teaching quality through shared experiences and resources. Our students also actively engaged in overseas internships, in the 2023/2024 academic year, 128 students from the above two Colleges went abroad for short-term internship.
  5. Enrichment of an Internationalized Learning Environment: Our university hosts large-scale international conferences to broaden international perspectives and capabilities. Activities like the “Master’s Forums”, “International Conference on Advanced Biomedical Sciences” and “Modern Biomedical Lectures” attract significant participation and feature internationally renowned scholars, enhancing our university’s international academic reputation and cultivating professionals with cross-border influence.

CMU’s bilingual education programs enhance our international reputation and collaboration, helping cultivate professionals with global competitiveness and cross-cultural cooperation skills.
