I. Tzu Chi University

1. Student English Proficiency Development

(1) The percentage of students achieving CEFR B1 grew 2.4 times, from 16.26% in 2021 to 40.36% in 2023. (2) Students taking EMI (English-Medium Instruction) courses increased 1.35 times, from 22.94% in 2021 to 30.9% in 2023. (3) EMI courses expanded 1.5 times, from 136 courses in 2018 to 193 in 2023, accounting for 11.2% of total courses. (4) Foundational English reforms improved learning outcomes, with 75.3% of 459 students showing progress, averaging a 6-point increase in scores.

2. Enhancing Teachers' English Instruction Skills

(1) Teacher satisfaction for foundational English courses reached 4.61/5, supported by innovative teaching methods. (2) Trialed “Semi-EMI” courses (1/3 English-medium), with a 4.6/5 satisfaction rate and 88% student approval. (3) EMI teacher training produced 11 certified instructors, with additional workshops benefiting 31 faculty members. Teacher satisfaction for EMI courses rose to 4.62/5 in 2023, with 70 faculty members teaching EMI courses (7 more than 2022).

II. Tzu Chi University of Science and Technology

1. Measures to Improve Student English Proficiency

(1) Introduced tiered and smaller “General English” classes with 42.9% fully English-taught. (2) 10 foreign English TAs supported group communication drills; PVQC certification enhanced EAP/ESP courses. (3) Hosted diverse activities like English self-introduction contests and TOEIC preparation classes.

2. EMI Teaching System and Support

(1) EMI teacher training involved Oxford EMI certification (10 certified) and regional EMI workshops with 48 external participations, including overseas training at the University of Texas. (2) EMI TAs supported 32 courses; EMI-teaching faculty received a 1.5x pay rate increase and consulting support. (3) EMI courses grew to 67 in 2023, a 1.675-fold increase.

3. Student Opportunities

(1) Five students achieved EMI TA certifications, winning national competitions. (2) Supported 180 students and 48 faculty on 33 overseas study tours across 11 countries.

4. Quality Assurance: EMI course evaluations averaged 4.83/5 for undergraduates and 4.72/5 for graduate programs, surpassing non-EMI courses.
