COT plans to implement EAP, ESAP and EMI courses across the college, with outcome-based principals, there are 7 targets to be achieved.

Strategy:  The bilingual programme’s talent cultivation goal meets the development stage and specific features of CHU. The strategies and measures supporting the institutional enhancement plans should be concrete, feasible, and clearly defined. Teachers and students should be consulted, as stakeholders, in the development of the action plan and implementation strategies.

Organization: The EMI centre at university level will be established with a clear mission to support the growth and enhancement of EMI teaching and learning. The EMI centre will be adequately resourced and will cooperate with other existing English-teaching units and the language centre. For example, extensive EAP programmes that map to student needs and that create a sheltered environment to enhance the effectiveness of EMI learning will be established in conjunction with the language centre. In addition, the college of tourism will work with other faculties by providing training for faculty in ESAP and EMI mapped to international standards such as those included in the Trinity College London Certificate for Practicing Teachers (CERT PT) of which CHU is now a validated provider. This will ensure that EMI teaching embodies 21st century pedagogical standards enhancing student and lecturer outcomes in the field of EMI.

Teachers:  The COT will provide Trinity College London accredited training and support for teachers to support effective EAP, ESAP and EMI pedagogy and delivery.

Courses: The percentage of EAP, ESAP and EMI courses available to undergraduates and graduate students in relation to the total provision within the COT will be set to increase year by year.

Students: Students are provided with all necessary language training and support to ensure that they have the required capacity to successfully participate in EMI courses such as developing their academic skills utilising EAP and ESAP prior do and during their participation on EMI programmes.

The percentage of domestic students at sophomore level who reach B2 level across of four skills of listening, reading, writing and speaking is set to rise year by year. At least 25% of the domestic student population at sophomore level are expected to reach B2 level across all four skills at the end of the 2023-24 academic year, and at least 50% at the end of the 2029-30 academic year.

The number of sophomore and first-year Master’s students taking EMI courses supported pre-sessionally and insessionally with targeted EAP and ESAP programmes will increase year by year and align with specific targets for the years 2024 and 2030. In 2024 at least 20% of all courses taken by 20% of the sophomores (admitted in the 2023-24 academic year) and 20% of the first-year master’s students (admitted in the 2024-25 academic year) are expected to be EMI courses. In 2030 at least 50% of all courses taken by 50% of the sophomores (admitted in the 2028-29 academic year) and 50% of the first-year master’s students (admitted in the 2029-30 academic year) are expected to be EMI courses. Providing targeted EAP and ESAP support mapped to best practice internationally standards will be integral to the achievement of these goals.

Sharing of resources:  COT is expected to put in place measures and initiatives to share their EMI resources more widely across the sector. For example, as an accredited Trinity College London Cert PT provider, CHU will be able to train lecturers across the hospitality sector and develop a bank of materials that model best practice interactive teaching and learning that can be used at institutions that fall within the field of hospitality. COT is expected to develop qualitative and quantitative indicators at their discretion with a view to incrementally improving the way they share resources year on year. COT plans to offer 1 online modular EMI courses that can be supported with relevant EAP and ESAP training, programmes and materials per year to be made available across Taiwan.

Other considerations: Institutions are encouraged to outline additional qualitative and quantitative indicators at their discretion. In 2023, CHU has been accredited and approved by Trinity College London as an EMI training centre (CERT PT provider) in Taiwan. In addition, there are 8 professors that have been trained and obtained their CERT PT certificates in 2023. This number is set to increase and this growing number of lecturers in conjunction with external consultants will cascade their knowledge throughout CHU as well as across the sector. These will enhance the quality of materials, teaching and provision of EMI supported with relevant EAP and ESAP programmes in Taiwan. In addition, 7 of these lecturers have recently participated in a quality assurance developmental observation programme that has increased quality in the EMI classroom and will also be cascaded across CHU and the sector.
