Abstract

Since 2020, our university has been implementing the MOE BEST Program. Over two years, we have laid the groundwork for bilingual development and internationalization, enhancing English proficiency among faculty and students, and improving the quality and quantity of EMI teaching and learning. 

Our university has risen in the QS World University Rankings by Subject, moving from 49th in 2022 to 38th globally and 5th in Asia in 2023 and 2024. The second phase of the BEST Program, focusing on the International College and College of Tourism, aims to elevate our university to a top-tier global institution in hospitality. Led by the president, this phase uses a top-down evaluation mechanism to align strategies with MOE indicators and the university’s medium-term goals. We seek to deepen international engagement by expanding overseas sister schools’ collaborations and industry resources, enriching students' learning experiences and faculty development.

The "Bilingual University Promotion and Supervision Committee," led by the Vice President and Dean of Academic Affairs, integrates resources from international sister schools and industries. The "Bilingual and EMI Project Office" oversees program integration and monitoring. The International College and College of Tourism implement their specific initiatives, while the Language Center supports other colleges in their bilingual development.

In the first year of the second phase, 24.76% of International College sophomores achieved CEFR B2 in listening, and 64.5% of them, along with 100% of first-year master's students, earned 20% of their credits through EMI courses. Although the College of Tourism did not meet MOE indicators, university-wide goals were achieved, including a 26.3% ratio of English-taught courses and a 68% increase in students participating in overseas programs.

We enhanced EMI teaching quality by offering workshops and forming cross-college EMI faculty communities. For students, we organized English Days, EMI social gatherings, and short-term overseas programs. Partnerships with Marriott International and other universities further strengthened bilingual education.

The program's monitoring mechanism uses the CIPP model, focusing on Context, Input, Process, and Product, ensuring resources align with the plan and achieve positive outcomes. Our ultimate goal is to become Taiwan's leading bilingual institution in hospitality and tourism.
