Providence University Internationalization and Bilingual Education Promotion Committee is in charge of the Bilingual Learning Program. The Committee coordinates EMI, EAP, and ESP, integrating resources across all colleges to cultivate globally competitive graduates with bilingual proficiency, professional expertise, and international vision with six key aspects:

1.Organizational Aspect: University-level coordination across Academic Affairs, R&D, International College, and other colleges. Established the EMI Curriculum Review Committee (since May 2022) to set incentive policies, review course quality, and oversee English-taught curriculum. Encouraged faculty to open EMI courses through rewards and continuous professional development.

2.Faculty Aspect: The project aims to enhance the quality of EMI teaching with significant results. (1) An EMI faculty community, digital teaching and EMI teaching skill workshops focused on enhancing teacher’s EMI teaching knowledge. (2) EMI teachers will be awarded for EMI teaching. (3) PU collaborates with domestic and international organizations, such as Fulbright EMI Professional Development Program and partners with NSYSU, NTUST and NCHU to offer inter-university EMI professional development courses and teaching assistant training systems.

3.Student Aspect: Through training and tutoring, the university enhances students’ English proficiency and improves their learning outcomes in EMI courses. In this academic year: EAP courses enrolled 1,674 students. ESP courses enrolled 640 students. English proficiency test preparation and tutoring served 297 students. Tutoring mechanism: BIBA program launched an IELTS intensive class, achieving a 66% B2 pass rate among third-year and higher students.

4.Curriculum Aspect: In this academic year, the university offered 127 in-person EMI courses and 10 online EMI courses, with a total of 16,653 visits. In addition to EAP and ESP courses, a summer online English reinforcement program was newly introduced. More EMI pathways and tutoring mechanisms were established. All three programs in the International College are now fully taught in English, including general education, physical education, and introductory computing courses. 

5.Environment Aspect: PU provides a high-quality bilingual learning environment, offering diverse bilingual courses and cultivating a fully bilingual campus atmosphere. In 2025, the university organized English dubbing contests, writing competitions, e-book competitions, international cultural lectures in English, and bilingual camps to foster student interaction. Students who achieve B2 proficiency or above are further supported by the Study Abroad Center for overseas exchange, internships, and dual/joint degree programs, helping them apply their knowledge and realize their potential.

6.Resource Sharing and Inter-School Cooperation: PU is unique in offering bilingual education programs for both elementary and junior high education. In the 113th academic year, we collaborated with elementary and high schools to promote bilingual education. Furthermore, we partnered with Cerritos College for a three-weeks summer cultural exchange camp, and hosted an international forum.
