In 2021, National Taipei University (NTPU) established its Bilingual Education Office (BEO) when the College of Business (CoB) became the Key Cultivation College for the BEST program. The BEO works with CoB, the Language Center, and other campus units to implement and assist in cross-university and international collaborations to promote EMI teaching and learning and create a strong bilingual campus. 

Based on a three-phase implementation strategy of foundation building, EMI teaching and learning optimization, and bilingual sustainability, we accomplished the following university-wide in the 2024/25 school year:

Ensuring student English proficiency: The NTPU Language Center implemented a new English curriculum. The program, taught in English, included elementary College English courses and four new theme-based courses in rudimentary ESP/EAP College English. This comprehensive program also includes higher-level ESP/EAP/ESAP elective courses for students at the CEFR B1+ level. Beyond the classroom, the center supports students’ language development through various co-curricular activities, such as contests, workshops, writing clinics, and self-study resources. 

Enhancing EMI teaching and learning capacity: NTPU initiated university-wide EMI awards, organized EMI workshops, collaborated with international institutions such as AIT and Fulbright ETF, enlisted an EMI mentor, and organized training for EMI faculty and EMI/ESAP teaching assistants.

Through the BEST program, CoB, AACSB-accredited since 2016, achieved the following:

Bolstering bilingual education capacity: CoB strategically enhanced faculty and student resources. It recruited 4 new EMI teachers, increased EMI stipends, and developed new courses, including a non-degree program in Business Artificial Intelligence. It also installed EMI awards, created the Mentor-Mentee system, and supported professional development (2 faculty members acquired NVIDIA’s AI lecturer qualification). 

Fostering EMI learning environments: CoB implemented EMI courses and incentives such as EMI course-module certificates, dual-degree scholarships, and priority for exchange programs, which have resulted in a significant increase in EMI course enrollment (38.4% of sophomores and 49.4% of first-year master's students take more than 20% of their courses in EMI). CoB provided EMI TA subsidy, opened University System of Taipei EMI and online course enrollment, and developed MOOCs. This initiative, combined with the promotion of the BESTEP, has led to a notable rise in first-year students achieving the CEFR B2 level (Listening 129, Reading 121, Speaking 15, and Writing 20). 

Offering learning support and resources: CoB facilitates individual consultation and English-learning platforms, provides mental support and learning preparation, and installs 3 EMI classrooms.

Building Global collaboration: CoB works with higher education institutions, holds international conferences, promotes student abroad programs, and establishes a shared EMI education platform. 

Through the BEST program, NTPU is striving to enhance bilingual education efficiency and boost the global competitiveness of its faculty and students, laying a solid foundation for future development and fostering a model campus for bilingual education.
