Taiwan's 2030 Bilingual Nation Policy is guided by two overarching objectives: strengthening citizens' English proficiency and enhancing national competitiveness. As a leading institution in elementary teacher education with a history spanning more than a century, National Taipei University of Education (NTUE) has established substantial expertise and resources in bilingual education. In alignment with the University's mid- and long-term institutional development plan and the national bilingual policy, NTUE remains committed to strengthening students' bilingual competencies and cultivating a comprehensive bilingual learning environment to realize its institutional vision and strategic development goals.

To this end, the University has conducted a comprehensive review of its current bilingual education practices and developed a university-wide Bilingual Learning Enhancement Plan that encompasses students, faculty, curriculum, and implementation mechanisms. Based on the University's mid- and long-term development plan, the vision of this initiative is to establish NTUE as a leading hub for bilingual talent cultivation and the sharing of bilingual educational resources. To support the implementation of the Plan, the University has established a university-level Bilingual Education Steering Committee as the dedicated body responsible for planning, coordinating, and overseeing its implementation. The Committee actively integrates the expertise and resources of academic departments and administrative units across the University to ensure effective collaboration in achieving the objectives of the Plan.

Guided by this vision, the Plan sets forth four strategic objectives together with corresponding implementation strategies. A systematic framework encompassing planning, implementation, and quality assurance has been established to ensure the effective execution of the Plan and the achievement of its intended outcomes. The objectives are as follows:

By 2025, at least 80% of Freshman English courses and other English-language courses will be delivered entirely in English.

By 2025, at least 12% of second-year undergraduate students and 9.2% of first-year master's students will have completed at least one English as a Medium of Instruction (EMI) course.

By 2025, open educational resources (OER) for English professional development will be made available to faculty and staff.

By 2025, international academic and cultural exchanges will be strengthened through partnerships with overseas sister universities.

Through the implementation of this Plan, NTUE expects to achieve several key outcomes. By accomplishing Objectives 1 and 2, the University will equip its graduates with the bilingual competencies required for future employment and entrepreneurship. Through Objective 3, faculty and staff will further enhance their English proficiency, thereby strengthening the University's overall bilingual capacity. By achieving Objective 4, NTUE will expand international academic and cultural collaboration while sharing its extensive bilingual education resources with educational institutions and students both domestically and internationally. In doing so, the University will fulfill its social responsibility and contribute to the realization of the national vision of a bilingual Taiwan by 2030.
