CJCU’s “Bilingual Education for Students in College--Generalized Enhancement Project” aligns with CJCU’s Long-term Development Plan and the national Bilingual 2030 Blueprint, with the vision of “strengthening students’ English proficiency.” The University is committed to enhancing students’ English abilities. Since most students entered with below-average English skills, often lacking confidence and expressive ability, CJCU upholds the educational ideology of “No One Left Behind” by promoting bilingual learning. Priority is given to restructuring first-year English courses, while also offering flexible curricula and support measures for faculty. 

For Academic Year 113, the program’s KPIs include: achieving a “35% of English courses taught fully in English (EMI)” and “5% of sophomores and first-year master’s students complete at least one EMI course.” The proportion of English courses taught fully in English rose from 29.95% in 2023 to 38.7% in 2024. Sophomores enrolled in at least one EMI course increased from 18.6% in 2023 to 34.1% in 2024, while first-year master’s students rose from 12.9% to 28.3%. 

For other performance indicators, the number of certified faculty completing EMIrelated training grew from 161 (168 training cases) in 2023 to 173 (189 training cases) in 2024. The number of newly offered EMI courses increased from 5 in 2023 to 8 in 2024, reaching a total of 128. Furthermore, the proportion of sophomores in English courses able to deliver a 3-minute presentation in English rose from 62.93% in 2023 to 69.7% in 2024. 

To effectively monitor EMI program progress, CJCU has established quality assurance mechanisms under the Office of Academic Affairs. The EMI Center, Registrar and Curriculum Section, and Center for Teaching and Learning Resources collaborate closely. The Dean of Academic Affairs chairs a monthly review meeting, where units report execution results, review budget utilization, and assess progress toward key performance indicators, ensuring the program proceeds as scheduled. 

Despite a steady decline in student enrollment, Chang Jung Christian University has maintained its planned growth of EMI course offerings during the implementation of the Academic Year 113 program.
