The 113th Academic Year Program on Bilingual Education for Students in College, BEST, at Kainan University focuses on enhancing students’ English proficiency and strengthening faculty members’ EMI teaching capacity. The program supports the promotion of English-medium instruction and aligns with Kainan University’s 112–115 long-term development plan, which emphasizes continuous improvement in teaching quality and international competitiveness. To enhance students’English proficiency, the university conducts campus-wide English placement and assessment. Based on students’ proficiency levels, differentiated instruction is implemented. In particular, second-year students are provided with structured EAP and ESP courses to strengthen their academic English, professional vocabulary, and readiness for future EMI courses. In addition, diverse English learning activities, competitions, consultation services, and incentive mechanisms are provided to increase students’ motivation and support their learning achievement. For faculty development, the program encourages teachers to participate in overseas EMI online courses, professional communities, workshops, and curriculum development projects. Teaching incentives and grants are provided to support faculty members in designing and offering EMI courses. Selected faculty members also participate in international training programs, such as the 2025 winter EMI/ESP training program at San Diego State University, followed by online and on-site professional exchange. Furthermore, interdisciplinary and co-teaching initiatives are promoted to help faculty develop modular EMI curricula and create cross-disciplinary learning opportunities for students. Overall, the program has contributed to improved student English proficiency, enhanced academic English expression, and stronger application of specialized knowledge. It has also increased faculty confidence and professional competence in EMI teaching. Through EMI course modules, professional communities, and digital learning resources, the program continues to build sustainable bilingual competence among both students and faculty.
