Since the Ministry of Education announced the call for proposals for the Bilingual Education for Students in Taiwan program in academic year 2021-2022, Tunghai University's senior administrative and academic leadership have placed strong emphasis on the initiative, establishing a university-level Bilingual Education Promotion Committee, chaired by the Vice-President for Academic Affairs and composed of the Dean of Academic Affairs, the Dean of International Affairs, the Director of the English Center, relevant college deans, and faculty representatives. In academic year 2022-2023, the committee further established a Bilingualism Promotion Office to coordinate bilingual teaching and activities university-wide.
The College of Management, accredited by the Association to Advance Collegiate Schools of Business in both 2018 and 2023, hosts an English-taught Master's program in International Business Management and the Global Elite Program, in which all required courses are delivered entirely in English in partnership with leading overseas business schools through dual-degree arrangements. As a result, the college was designated as the university's pilot academic unit for the bilingual education program, receiving Ministry of Education funding for two consecutive funding periods (2021-2023 and 2023-2026).
The university's bilingual program is built on three key features:
1. Incentive-based implementation: Rather than mandating that students meet performance targets, the Department of International Trade and Business, the Department of Finance, and the cross-departmental Global Elite Program serve as pilot units, progressively expanding required and elective courses taught entirely in English while clearly disclosing course information during admissions to preserve students' freedom of choice, supported by diverse incentives to raise faculty and student awareness of English-medium instruction.
2. Cross-disciplinary teaching collaboration: Faculty from other colleges are invited to co-teach interdisciplinary courses delivered in English, supported by regular workshops and seminars that build teaching capacity both within and beyond the university.
3. Differentiated support for student English proficiency: Given varying English proficiency levels among students from different admission channels, preparatory courses with ability-based small-group instruction are offered in freshman year, paired with proficiency training in listening, speaking, reading, and writing, ensuring students are prepared to take courses taught entirely in English by sophomore year.
Key achievements in academic year 2024-2025 include the following:
Achievement 1 — Strong sophomore engagement in courses taught entirely in English: By offering parallel Chinese- and English-taught sections, the College of Management increased the proportion of sophomores choosing English-medium classes from 30% in 2022-2023 to 60% in 2023-2024, with continued growth in 2024-2025 as more students voluntarily enroll in such courses.
Achievement 2 — Active freshman participation in proficiency testing: Supported by preparatory courses and incentives such as course exemption for B2-level scores, close to 100% of students in pilot units—approximately 250 students in total—completed the proficiency test across all four skill areas in academic years 2023-2025.
Achievement 3 — Expanded and deepened cross-college teaching capacity: Starting in academic year 2024-2025, English-medium teaching capacity has been extended to social science-related colleges, with the Bilingualism Promotion Office serving as the university-wide coordination point and regularly hosting workshops with expert speakers to engage more faculty in this teaching method.
In addition, 23 faculty members in the College of Management have obtained certification to teach courses entirely in English, with 80 such courses currently offered. In academic year 2024-2025, two workshops and one faculty development seminar attracted 142 participants. Global Elite Program students showcase their learning outcomes each semester through live, fully English-language professional presentations at Open Campus events. On the international front, the College of Management has established dual-degree partnerships with Rutgers University, the University of Rhode Island, and the University of Texas at Dallas; since academic year 2023-2024, 35 students have studied abroad through exchange programs, 171 international students have studied at Tunghai, and over 10 Global Elite Program students receive admission offers from top UK and US graduate programs annually.
To strengthen the assessment of learning outcomes in courses taught entirely in English, selected courses conclude with student presentations delivered in English, evaluated by a panel including industry experts and foreign faculty members. Evaluators provide on-site feedback on the professionalism, logical structure, and English communication skills demonstrated in each presentation, enhancing students' practical application and overall English communication abilities.
