Abstract

National Changhua University of Education (NCUE) set up the English as a Medium of Instruction (EMI) Teaching Resource Center as part of “The Program on Bilingual Education for student in College-Universal Upgrading School” is subsidized by the Ministry of Education on April 2022. The development of a systematic support mechanism and content, the promotion strategy is divided into the following three main directions:

1. School side: 

Setting up a dedicated unit to take stock of demand and consolidate resources.

A dedicated unit was set up and a series of support measures were organized to take stock of the demand for EMI professional courses for existing local students. On the other hand, teachers were assisted in developing adequate and high-quality EMI professional courses, and both hardware and software were upgraded to achieve universal access to all EMI courses in school campus.

2. Teacher side: 

Systematic support and training for EMI seed teachers in all colleges.

Organize meetings and activities to promote and communicate with teachers the concept and value of using EMI as establish an incentive mechanism, provide teaching resources, organize EMI teacher enrichment workshops and teacher professional communities to support teachers in various professional fields to convert to EMI teachers; as mechanism has been developed for the administration of examinations for EMI courses.

3. Student side: 

Strengthen student communication and create an international learning environment. 

Student with excellent English language skills are trained to serve as teaching assistant for full English courses, further education courses and other related resources are provided to assist students in learning English, and EMI learning passports and interactive English learning activities with foreign students of NCUE are implemented to encourage students to use English more often to strengthen their English language skills and to voluntarily take full English language courses.

 

The University is currently working on the development of a grant scheme for the teaching of English as a second language, and is promoting related measures;74 EMI courses were offered in academic year of 2021with a total of 1,530 students. It is enrolled of which 376 were first-year and master's students, accounting for 21% of all sophomore and first-year students. A total of 73 EMI courses were taught in English, accounting for 37% of the total number of English courses in the NCUE, exceeding our performance target for the year.
