Abstract

In coordination with the 2030 National Policy of Bilingualism, National Ilan University (hereinafter referred to as NIU) is dedicated to creating an environment of bilingualism as its vision of bilingual education, which focuses on the strategy of “popularization and promotion” and incorporates professional knowledge by a systematic method of teaching. We expect to improve the overall English teaching ability of teachers and the English proficiency and professionalism of students, and to cultivate bilingual talents with international mobility in professional fields. This campus will be bilingual-friendly, which makes the English learning environment more popular.

The two major goals of promotion for our EMI are "Building a school-based EMI support and resource system" and "Measures to improve students' English proficiency". We have established four performance indicators: "Bilingual-Friendly Campus", "Practical Knowledge Connection", "Systematic Teaching Model" and "Professional Knowledge and Skills" to enhance teachers' English teaching and students' English learning ability, which improves the overall international competitiveness of the university.

As for “Building a school-based EMI support and resource system”, we have established the Center for the Promotion of Bilingual Education to coordinate bilingual teaching resources throughout the university and to enhance the quality of bilingual teaching and learning through the support of teaching funds, teaching hour incentives, teaching assistant support, teacher community learning, and all-English teaching seminars.
  2. As for “Measures to improve students' English proficiency”, through the freshman and sophomore years of the Elementary English course, we will promote interest in learning and develop listening, speaking, reading, and writing skills to facilitate the continuation to the junior and senior year of the department's English major program. In addition, the "Practical Sentences for All-English Classes - Student Handbook" was compiled to support the communication needs of local and foreign students in participating in English courses, and a student-centered placement mechanism was established for professional English classes to analyze learning needs, which interprets individual differences and diversity of students.

Furthermore, in 2022, this university signed an MOU for EMI Education Strategy Alliance with National Taiwan University of Science and Technology (NTUST) to create an inter-campus bilingual teaching environment and share the teaching resources of the full English classes through our respective strengths. We hope to take this cooperation as an opportunity to explore the possibility of unlimited cooperation and sharing among teachers for a win-win outcome.
