Abstract

I. Institutional Strategy and Management

1. Establishment of the Center for Bilingual Education (CBE)

  • NTU established the CBE with the approval of the NTU Administrative Committee Meeting in September 2021. Executive Vice President Chai-pei Chou leads the CBE as the director of the office, the Vice President for Academic Affairs Shih-Torng Ding, and Vice President for International Affairs Hsiao-Wei Yuan as associate
    directors, and is divided into Faculty EMI Training Division, Student English Proficiency Enhancement Division, and Planning Division.
  • The CBE Office connects and promotes the visions and goals of the BEST program, including the training and expertise development of our EMI instructors and TAs, and the integration of EMI courses into long-term curricula planning.

2. University-Wide Cooperation

  • The Center collaborates and shares resources to enhance the faculty’s teaching skills in delivering EMI courses and increase students’ English proficiency.

II. Full-EMI Program Development

1. College Level (Bachelor’s Degree)

  • The College of Engineering, the College of Bioresources and Agriculture, and the College of Life Science will launch a full EMI bachelor’s degree in the 2023 academic year.
  • Students must complete College-Developed Specialty Courses (48 credits) to receive the Full-EMI program degree.
  • The degree program will be available for freshmen international students in September 2023 and will accept domestic students’ applications as a sophomore transfer or a double major.
  • The yearly admission quota is 20 for the launch year, then 40 in the following years.

2. Department Level (Bachelor’s Degree)

  • The Departments of Civil Engineering and Economics have fully equipped with English-Taught Programs.
  • The Department of Electrical Engineering will gradually increase the required and elective EMI courses to fulfill the EMI bachelor’s degree; the proportion of EMI courses is expected to reach more than 80% in the 2023/2024 academic year.
  • These aforementioned departments will also offer
    General Education and Liberal Education EMI Courses.

3. Establishment of International College and its Full-EMI graduate programs (Master’s / Doctoral Degree)

  • 5 Full-EMI Master’s Degree Programs will be available in the international college.
  • NTU has launched 21 Full-EMI graduate degree programs.
    - Each degree program mainly recruits international students; all English-taught courses are open to the students.
    - The Master’s Degree Program in Smart Medicine and Health Informatics now accepts domestic students' applications for entry. The Master’s Degree Program in Disaster Risk Reduction and Resilience will be launched soon.

III. Student Learning Strategies

1. Eng-Lite Program

  •  Collaborate with other units on campus to provide English learning opportunities outside of the classroom,
  • Organize various events, including English Corner, English activities (professional/casual), and other activities proposed by the applicating units.
  • In 2022, 210 activities were held with a total of 4065 participants.

2. English Courses

  • Department of Foreign Languages and Literatures: EGP courses
  • Academic Writing Education Center: EAP courses & one-on-one consultation services.
  • Foreign Language Teaching & Resource Center: Online ESP courses.

3. English Empowerment Initiatives

  • Organize various extracurricular activities and contests
  • English Presentation Contest, English Dubbing Contest, NTU Talks; a total of 1700 students participated in 2022.

4. English Enrichment Subsidies

  • Provide various subsidies for students, such as taking English (online) classes, taking English proficiency tests, and organizing English activities.
  • In 2022, a total of 401 students received subsidies.

IV. Faculty Support System

1. Faculty Community - With a 93% satisfaction rate in the 2021 academic year

  • EMI Sharing Session - 4 sessions in the 2021 academic year/85 participants
  • EMI Collegial Meeting - 2 sessions in the 2021 academic year/14 participants

2. Enhancement Measures

  • Workshop and Seminar - With an 84.85% satisfaction rate in the 2021 academic year
    - EMI Expert Seminar - 2 sessions in the 2021 academic year/72 participants
    - EMI Workshop - 1 session in the 2021 academic year/30 participants
  • EMI Seeded Instructor Program
    - Encourage instructors with professional knowledge in English Medium Instruction (EMI) to promote the practice of EMI and to improve the quality of teaching
    - Phase I: 8 seeded instructors in 4 different colleges
  • New EMI Faculty Orientation
    - Cooperated with the Center for Teaching and Learning Development in promoting EMI courses to 70 new faculty members

3. Support Measures

  • Course subsidy, materials subsidy, additional subsidy
    - 148 teachers received subsidies and 171 subsidized EMI courses (98 new courses and 73 continuing
    courses). The total has increased by 203% compared to the 2020 academic year(84 subsidized courses in total).
  • EMI Excellent/Outstanding Teaching Awards
    - 24 awarded teachers (Excellent: 4 recipients, Outstanding: 20 recipients) in the 2021 Academic Year
  • Subsidy for Converting EMI Courses into Digitally Recorded Videos
    - 3 Videos produced in the 2021 academic year, including an EMI Teaching Development Series and 2 Classroom Demo films
  • EMI Teaching Assistantship Program - The Center for Teaching and Learning Development, together with the Academic Writing Education Center, set up a specialized team to train EMI teaching assistants.
    - 126 trained EMI teaching assistants in the 2021 academic year

V. Creating an English-Friendly Environment

  1. Infrastructures, Resources / Facilities Upgrades, and Installation - Over 20 colleges/departments received subsidies toward the bilingualization of the public space, documentation, and bulletin system during the 2021 academic year.
  2. Bilingual Document Development - 211 regulations and 174 forms covering important operating procedures were translated into English for the Office of Academic Affairs/General Affairs/Research & Development/Accounting.
  3. Chinese-English Website Renewal - The online information is presented bilingually to allow international students and faculty members easy access to what they may need.
  4. English Writing Tool Support - 1025 faculty members and students on campus benefited from the tool for English editing that CBE sponsors. This English editing tool enhances communication efficiency, including using more concise language, appropriate tone and contexts; it also improves the English abilities of NTU personnel.
